Ron Stawicki and I met Tuesday, April 2, 2013 with Ron Grall, who oversaw the development of the City of Waukesha Bicycle and Pedestrian Facilities Plan through its adoption by the Common Council in September 2012, for updates on the pending implementation phases of the plan.
Capital fund 420 (municipal improvements) for the 2013 budget year includes $433,300 for City Wide Bike Trail System Development, $200,000 of which was a Recreational Trails DNR grant, almost $200,000 matching funds from the city, and the rest to be raised through non-tax funding. The DNR grant is good for three years (with a possible extension). Initially work will focus on design and planning for the New Berlin- Glacial Drumlin trail connector and on resolving the status of the retired railroad grade comprising most of its length, which the city leases and maintains but does not own. Some work on the section between Frederick St and Grand Ave is projected for 2014.
There is an additional $85,000 for Bicycle and Pedestrian Accomodations for projects in the Plan to be determined by Engineering and Public Works.
The Plan is a multi-year endeavor to be implemented through the efforts of several city departments, mostly Planning, Engineering and Public Works, and Parks, Recreation and Forestry, yet it is "owned" by no individual department. The plan was developed with Waukesha residents, public agency staff, and community stakeholders providing input, and consultants ALTA Planning. One of the early implementation phase goals is to convene a standing Pedestrian and Bicycle Advisory Committee (PBAC) to focus on Plan implementation.
